In order to protect the blood supply, in April 1985 the Red Cross began testing all donated blood for the AIDS antibody. They planned to inform donors when the test result was positive for the antibody.

In May, 1985, major local health departments across Ohio established the Alternative Education/Testing Sites to prevent people from donating blood for the sole purpose of determining their virus status. Unlike the Red Cross, the Alternative Sites do not record names of those involved in testing. Participants are given a number ID that matches a number on
